New Construction Pool Plan Review Requirements

Pool Plan Review and Construction Requirements

A plan review application and construction plans must be submitted prior to any pool construction or renovation.
*Professional Design: Plans for public pools must be by a registered architect or engineer (NC licensed).
Submit all new construction plans and applications through the Central Permitting OpenGov Portal.
Provide two paper copies of the pool plans to the Environmental Health Office at:
80 East Street, Pittsboro, NC 27312.
The following documents are required for plan review in the OpenGov Portal:
- New Pool Construction Application
- Pool equipment specification sheets
- Plans (pool and clubhouse)
- PDSC/VGB forms for each circulation system, including pump curves
The plans examiner will review submitted documents within 30 days of receiving the paper copies.
Plan review updates and communication will occur through the OpenGov Portal.
Required site inspections during construction include:
- Long Pipe Inspection
- Short Pipe Inspection
- Equipment/Chemical Room Inspection
- Final Construction Approval
After all construction approvals are completed, the Environmental Health Specialist will issue final approval through the OpenGov Portal.
Before the pool may operate, a Certified Pool Operator must submit a Pool Operations Permit application for either seasonal or year‑round operation via the Environmental Health OpenGov Portal.

Remodel Pool Plan Review Requirements

In North Carolina, pool remodels (major shell/deck/hydraulic changes) require local Health Department plan review and permits, similar to new pools, with submitted plans by a registered professional, including equipment specs, site plans and PDSC/VGB forms for each pumping system.

Definition of Remodel: Any renovation disrupting the majority of the shell/deck, changing the profile, or altering the hydraulic system triggers full review.
Local Plan Submission: Submit detailed plans before starting the work.

Pool Remodel applications must be submitted through the Environmental Health Open Gov Portal.
