Are you serving in the military or living abroad during the election? People who qualify under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) have special options to register and vote absentee in North Carolina.

The official notice for the November 4, 2025 Municipal Election is now available. This includes the list of contests and ballot measures expected to appear on ballots for eligible military and overseas voters.
Who Qualifies?
You may qualify for military or overseas voting if you are:
- Serving in the U.S. Armed Forces, Merchant Marine, or commissioned corps
- A dependent or spouse of someone serving
- A U.S. citizen living abroad who was last eligible to vote in North Carolina
- A U.S. citizen living abroad who would have been eligible based on a parent’s residency
Step 1: Register and Request Your Ballot
To vote by mail, eligible voters must complete the Federal Post Card Application (FPCA):
- Submit online via the NC Military/Overseas Voter Services Portal
- Download the FPCA PDF and mail it to:

Deadline: 5:00 p.m. ET the day before Election Day
Step 2: Vote and Return Your Ballot
Ballot materials will include voting instructions and an affirmation form. You must include:
- A copy of an acceptable photo ID, or
- A completed Photo ID Exception Form
Return Options:
- By mail or commercial courier (DHL, FedEx, UPS)
- By email or fax (for UOCAVA voters only)
Ballot must be received by:
7:30 p.m. ET on Election Day (email/fax) or by the mail return deadline
Backup Option: Federal Write-in Absentee Ballot (FWAB)
If your requested ballot does not arrive in time, you may use the FWAB (PDF) as a backup ballot. Follow the included instructions and return it just like a regular ballot.
