The Consent Agenda includes routine, non-controversial items approved with one motion. Any commissioner or resident may request an item be removed for separate discussion.

Minutes serve as the official meeting record and must be approved before publication. Posting may take several weeks. Approved minutes are available on Legistar since 2013.

Board of Commissioner meeting videos are available on Legistar, listed with the most recent first. Videos are indexed by agenda topic. Find the date of the meeting of interest and then click on the video icon on the far right column. Use the “This Month” dropdown to view older meetings.

The Public Comment period is for issues not on the agenda or part of a public hearing. Sign up is required before the meeting.

Public Comment periods held pursuant to G.S. 153A-52.1 shall be conducted as follows:

• The Board of Commissioners will hold a 30-minute session for public comment session during each work session and regular meeting.
• During this session the Board of Commissioners will hear comments from the public on any subject concerning county business.
• Speakers will be limited to three minutes and are encouraged to sign up in advance. Alternatively, speakers can send in their comments in writing.
• Individuals who sign up to speak, but who cannot because of time constraints, will be carried to the next meeting day and given priority.
• A member of the public wishing to speak will be recognized by the Chair or called on by the Clerk.
• Speakers must state their name for the record.
• The Clerk to the Board may serve as the official timekeeper.
• Large groups of residents may be asked to designate representatives of their group.

Public hearings are required by law for certain items. For General public hearings, speakers shall adhere to the following guidelines:

• During the public hearing the Board of Commissioners will hear comments from the public on the subject which the hearing was called.
• Speakers will be limited to two minutes and must sign up in advance. Alternatively, speakers can send in their comments in writing.
• A member of the public wishing to speak will be recognized by the Chair or called on by the Clerk.
• Speakers must state their name and address for the record.
• The Clerk to the Board may serve as the official timekeeper.
• Large groups of residents may be asked to designate representatives of their group.

For Planning Board Public Hearings, following the applicant’s presentation, members of the public may speak in support of or in opposition to the application.

• Speakers shall identify themselves prior to addressing the Board of Commissioners.
• Each speaker shall be limited to not more than two minutes.
• Speakers may not yield any portion of their allotted time to others.
• Speakers may also provide written copies of their presentation to the Clerk to the Board who shall make such copies available to each member of the Board of Commissioners.
• Commissioners may ask questions of the speakers.
